SHENZHEN, China, Dec. 19, 2024 — The Qianhai Plan’s first anniversary marks a year of significant progress. Qianhai has intensified its efforts to become a leading platform for comprehensive reform and innovation, a key hub for international engagement, a central area for Shenzhen-Hong Kong integration, and a driver of high-quality modern service industry development, demonstrating strong growth.

Deepening reforms and expanding openness are both key strengths and crucial objectives for Qianhai. Data from the Qianhai Authority shows Qianhai has held the top spot in the institutional innovation index among China’s free trade pilot zones for three consecutive years. Since the start of 2024, 47 new institutional innovations have been implemented, bringing the total to 882.

Commenting on institutional innovation, Kevin Qian, Chinese Principal of Harrow Shenzhen, noted the substantial support received, including land use approvals, access to resources, and enrollment expansion permissions. These policies effectively meet the educational needs of high-potential families, attracting top foreign administrators and teachers due to the favorable policies and convenient services.

Qianhai has become one of China’s fastest-growing and most open regions. In the first ten months of 2024, the Qianhai-Shekou area of the China (Guangdong) Pilot Free Trade Zone recorded import and export values of 448.1 billion yuan, a 58.3% year-on-year increase, setting a new record.

The Qianhai Plan designates Qianhai as a key area for enhanced Shenzhen-Hong Kong integration. The Qianhai Shenzhen-Hong Kong Youth Innovation and Entrepreneur Hub (E-hub), architecturally resembling the Chinese character for “dream,” supports aspiring entrepreneurs. By early December 2024, the E-hub had fostered 1,374 startup teams, including 955 from Hong Kong, Macao, and overseas. Over 9,000 Hong Kong-funded businesses are registered in Qianhai.

An executive at East Asia Qianhai Securities Co., Ltd., highlighted Qianhai’s role in strengthening Shenzhen-Hong Kong financial collaboration and supporting Hong Kong’s position as a leading international financial center.

Sun Jinjun, Chief Representative of the Holman Fenwick Willan LLP Shenzhen Representative Office, praised the professional services received during office establishment.
