This isn’t about immigration policy. It is about institutional decay. ICE just published a shopping list for 14 new detention sites. The Virgin Islands. Guantanamo Bay. A revived ghost facility in El Centro, California, that closed in 2014. St. Thomas.
The math is absurd. ICE wants to cap spending at $10 billion. Each building costs $24 to $40 million. It holds 26 cells. That is a standardized, one-size-fits-all prison block. Security cameras in every cell. Three showers per building. I have seen better logistics planning in a suburban Home Depot renovation.
Let me strip the PR off this announcement. The agency is already holding 60,000 people. The White House wants 2,000 daily arrests now. They failed to hit 3,000 daily arrests last year. So the new plan is to build more concrete boxes.
The real story is the massive waste. ICE spent $1 billion on a dozen warehouses. Most of those projects are dead. Lawsuits over environmental impact killed them. A federal judge halted a facility in Maryland over sewage. Similar litigation is active in Arizona, New Jersey, and Michigan. The agency is now selling or giving away seven of those warehouses. You cannot make this up.
Guantanamo deserves special attention. Trump promised 30,000 beds there in January. The current reality? A $73 million annual operating cost. Roughly 400 beds. Fewer than 2% are occupied. The expansion plan lists Gitmo again. The same building schematic. The same cost structure. The same political theater.
The bureaucratic inertia here is staggering. The agency is pushing a construction plan that says it will proceed “if it is in the government’s best interest.” That is not a strategy. That is a blank check. Members of Congress allocated over $100 billion for this. The contracts are due by September. Nobody is asking whether the sewage systems can handle it. Nobody is checking the occupancy rates.
The facilities already have documented failures. Measles outbreaks. Expired food. Broken air conditioning. Medical negligence. Every single one of these is a liability lawsuit waiting to explode. And ICE wants to build 14 more of the same exact unit.
The political cover is thin. The numbers are ugly. The execution is amateur hour. This is an agency that bought warehouses, got sued, lost, and is now ordering the same model again in different zip codes. The only thing that changes is the street address. The failure mode stays the same.
